ESL & Bilingual
Rahway Public Schools' ESL and Bilingual programs are available for all English Language Learners from grades Kindergarten to 12. Of the total 4,300 students enrolled in Rahway Public Schools, there are approximately 350 English Language Learners in grades K-12. Although there are more than fifteen different languages spoken by our students and their families the most commonly spoken language is Spanish, which is the language of Rahway's bilingual program.
Rahway Public Schools offers a Bilingual Spanish Program at Franklin Elementary Schools in grade K-3. The goal of the program is to help Spanish-speaking English Language Learners master the state standards and the district's curriculum in their native language as they acquire the English language, with the eventual goal of transitioning into the English monolingual classroom. This is accomplished through explicit instruction in listening, reading, writing, and speaking in all academic areas.
Rahway Public Schools offers an ESL program in K-12. At the elementary level, students receive a combination of push-in and pull-out ESL instruction each day, and at the secondary level, students receive daily high-intensity ESL instruction for two class periods. The goal of the ESL program is to support students' English language development while ensuring the mainstream grade-level curriculum in all content areas in accessible to all English Language Learners.
Fine & Performing Arts
ALL Rahway students will have equitable access to a high quality arts education, which includes music, dance, theatre, and visual arts. Rahway Arts Students will not only create and/or perform artistic work for its own sake, but in service of skills and habits that will benefit them throughout their entire lives. These include cultural awareness, creativity, collaboration, organization, preparation, perseverance, self-efficacy, independence, hard work, and cultivating a sense of purpose. The Rahway Fine & Performing Arts Department prides itself on intentionally integrating social and emotional learning (SEL) into its curriculum. The SEL competencies our students develop include self-awareness, self-management, social awareness, relationship skills, and responsible decision-making.
Rahway Arts students will not only create and perform their own work, but also make relevant and personal connections to artistic work by artists across diverse racial, ethnic, and cultural contexts throughout history - up to and including the present. Through these connections, Rahway Arts students find their own unique place in the great legacy of human achievement in the arts.

Identification Criteria:
Identification and Selection of Students:
GRADES K-1
Enriched services are integrated into classroom instruction through differentiated lessons designed and delivered by the teacher. The identification process for kindergarten and grade 1 students is conducted by the classroom teacher and relies on multiple measures. These include: fall and spring diagnostic scores, classroom performance, teacher observations, Accelerated/Learning Characteristics Checklist, and other developmentally appropriate assessments to ensure a comprehensive evaluation of each student’s potential.
GRADES 2-6
All identification of grades 2-6 students for the Gifted and Talented program is done using multiple measures. These include: grades, teacher recommendation, NJSLA scores, CogAT testing (elementary), fall and spring diagnostic scores, and Accelerated/Learning Characteristics Checklist.
Timelines:
GRADES 2-6
Assessment of students is completed in the spring of Grade 1.
In the fall of each year, parents of grade 2 students will be informed of their child’s eligibility for the Program. Once a parent receives the notification, he/she must return the permission slip in order for the student to participate in the program.
New and Transfer Students:
Students in grades 2-6 who are new to the district will be identified using information from their permanent records or a district screening.
Appeals Process:
Parents of students in grades 2-6 who believe their child was not appropriately identified through the selection process may appeal to the building principal of their child’s school. To initiate the appeal, parents must submit a written statement outlining the reasons they feel their child should be admitted to the Gifted and Talented Program. Additionally, the student may be asked to provide a portfolio showcasing their work. A meeting will then be scheduled with the parents and principal to discuss and review the student’s performance and potential eligibility.
Complaint Process:
An individual who believes that the district has not complied with the provisions of N.J.S.A. 18A:35-34 et seq. may file a complaint with the Board of Education. The Board shall issue a decision, in writing, to affirm, reject, or modify the district’s action in the matter. The individual may then file a petition of appeal of the Board’s written decision to the Commissioner of Education through the Office of Controversies and Disputes in accordance with N.J.S.A. 18A:6-9 and the procedures set forth in State Board of Education regulations.
